Abstract

The TAS process began in 1995, following a period of difficult relations between Tanzania and her Development Partners and the subsequent adoption of the recommendations of the Helleiner Report on Development Cooperation Issues. The TAS provides the strategic framework through which external resources are managed to achieve the PRS objectives.
