dc.description.abstractThe Plan and Budget Guidelines have been prepared taking into account the ongoing process of the review of achievements of objectives and targets of the Tanzania Development Vision (TDV) 2025 and the preparation of the Five Year Development Plan 2011/12 – 2015/16 whose implementation will start in the year 2011/12. These guidelines also draw from priorities outlined in MKUKUTA II and the 2010 – 2015 CCM Election Manifesto. In addition, the guidelines reflect the 13 priority areas highlighted by the President H.E. Dr. Jakaya Mrisho Kikwete, during his inaugural address to the Parliament on 18th November 2010. These priorities indicate areas to which the public resources should be directed in order to catalyze development at all levels and seek to address specific bottlenecks to the country’s socio-economic development. These Guidelines also recognize the Government effort to implement the policy of Decentralization by Devolution (D by D).en_US
