The guidelines are to be used by the MDAs, Regions and Local Government Authorities in preparing well informed medium term plans and budgets for the period 2010/11 – 2012/13 and the Annual Plan and Budget for 2010/11 and for the outer years, 2011/12 and 2012/13.	en_US
