So far four phases of the PFMRP have been concluded with some remarkable outcomes in managing public financial resources.The refonn focus has been ensuring that financial resources are prudently managedand controlled so as to enable quality service delivery as well as attaining national economic development aspirations. Mkakati wa Ugharamiaji umeandaliwa ili kuhakikisha upatikanaji wa rasilimali fedha za kutosha na kwa wakati kutoka katika vyanzo hivyo. Lengo kuu la Mkakati huu ni kuhakikisha upatikanaji wa rasilimali fedha zitakazowezesha kufikiwa kwa utekelezaji wa hatua za kimkakati na shabaha za Mpango wa Tatu wa Maendeleo wa Taifa wa Miaka Mitano pamoja na kutanzua changamoto za ugharamiaji wa Mpango. The motivation for our mothers, fathers, sisters and brothers for rallying behind the collective objective of ending colonialism was none other than putting the task of developing the country in our own hands. The newly independent state started with only eight qualified Medical Doctors; two Engineers; a life expectancy at birth of only 38 years; a per capita GDP at merely US$ 48; and no University. Tanzania will be celebrating the Independence Day with pride, considering, the mileage covered so far in fulfilling her development objectives. The country has forged ahead to attain a life expectancy of more than 61 years, created a modest pool of 2,190 Medical Doctors and over 30,245 Engineers; established about 50 universities and university colleges and attained a GDP per capita of US$ 1,043 by 2014; putting the country at the threshold of graduating from Low to Middle Income Country status by 2025.Item National Five Year Development Plan 2021/22-2025/26(Ministry of Finance and Planning, 2021-06) Tanzania, United RepublicIt is with a great privilege and honor that I introduce the Third National Five Year Development Plan (FYDP III; 2021/22 – 2025/26). The Plan is a continuation of Government’s efforts in achieving the goals we set in the National Development Vision 2025 of our enduring exertion to further improve the standard of living for all Tanzanians. My fellow Tanzanians, we should understand that later this year (9th December 2021) our country will celebrate sixty (60) years of our independence as a nation, and fifty-nine (59) years as a Republic. Since we gained our independence, we have continued to translate our political emancipation into socioeconomic freedom for human development. We believe that freedom and development are closely related and interdependent. That is, without freedom one cannot have development, and without development it is obvious that one’s freedom will be lost.Item Revised Medium Term Strategic Plan 2017-18 2020 - 2021(2020) Tanzania, United RepublicThe Ministry of Finance and Planning (MoFP) is responsible for economic and public finance management. The statutory functions of the Ministry are stipulated in the Government Notice No.144 published on 22nd April, 2016 and its amendment of 7th October, 2017. In that Instrument, the President established the Ministry of Finance and Planning which is mandated to formulate, manage, oversee and monitor implementation of Policies and Plans on Fiscal, Monetary, Financial, Public Procurement, Public -Private Partnerships and National Planning initiatives. Other key functions are: manage the level and composition of national public debt, national guarantees and other government financial obligations; design and prescribe an efficient financial management system; ensures that uniform accounting standards are applied by all public institutions and entities; develop policy and frameworks for the establishment, promotion and management of the government investments and assets; to prepare the National Budget, execute and control approved budgetary resources to MDAs, LGAs and other Government agencies or entities; develop policy and frameworks for mobilization of external resources and produce, coordinate, supervise, disseminate and manage official national statistics.Item Revised Medium Term Strategic Plan 2017-18 2020 - 2022(Ministry of Finance and Planning, 2022) Tanzania, United RepublicTanzania’s national development agenda is guided by both National and International Development Frameworks. The main National Development Framework under review is Long Term Perspective Plan (LTPP) 2025 which is implemented in Five Years Phases. The First Phase was implemented between 2011/12 and 2015/16 followed by the Second Phase which is currently under implementation 2016/17 – 2020/21 and the final Phase will be implemented between 2021/22 and 2025/26. Implementation of Second Phase is under review to be in line with regional and international development frameworks like Agenda 2063 and Sustainable Development Goals (SDGs) 2030. The primary role of the Ministry of Finance and Planning in realization of the National Development Agenda is to formulate and implement prudent macroeconomic policies for better transformation of socio-economic development, which focuses on promoting inclusive and sustainable economic growth.Item The Tanzania Five Year Development Plan 2011/12-2015/16(Ministry of Finance and Planning, 2011-06) Tanzania, United RepublicIt is indeed my great pleasure to present to you this National Five Year Development Plan (2011/12-2015/16) to implement the Tanzania Development Vision 2025. This Plan is the first in a series of three Five Year Development Plans, which aim at transforming Tanzania into a middle-income country by 2025. This is envisaged to happen through the targeting of strategic priority interventions to move Tanzania to a higher growth trajectory coupled with a shift from an agriculture-based to an industry-based economy. Furthermore, this growth momentum will have to be duly monitored in order to make sure its benefits are broadly shared and reflected in improved quality of life for the majority of Tanzanians. Employment creation, particularly for the youth, is also a critical cross-cutting target of this Plan. The overall theme of this Plan is to unleash Tanzania‟s growth potentials.
