dc.description.abstractThe Government borrowing and debt management process is governed by the Government Loans, Guarantees and Grants Act Cap. 134 and its Regulations. Section 17 of the Act requires the Government to prepare a Medium-Term Debt Management Strategy (MTDS) and Annual Borrowing Plans consistent with the overall fiscal framework for the purpose of ensuring macroeconomic stability over the medium term. The main objective of MTDS as stipulated in the Act is to ensure that government’s financing needs and settlement are met at the lowest-possible costs, while maintaining prudent risk exposure.en_US
